is the individual mandate that different from compelling people to pay FICA taxes?

• both “fund” (directly or indirectly) some form of insurance that you generally can’t opt out of. 
• all people realize the benefits of SS/Medicare & compelled health insurance
• all people will consume elderly care costs or health care at some point
• yes, you can decline to work and avoid paying FICA taxes, but who’s actually going to do that, which makes it’s “coercive” character similar to the individual mandate
